- Collection Policy
California Senate Bill No. 155, which extended the prohibition of water shutoffs due to non-payment of bills, ended on December 31, 2021. Effective February 2022, ACWD reinstated collection activities pursuant to the District’s Collection and Water Service Termination Policy, including late fees, for more information, please see the collection policy below.
California Senate Bill No. 998, effective February 1st, 2019, set new requirements for residential water service termination for non-payment of a water utility bill. Alameda County Water District has created a collection policy to comply with these requirements. The Alameda County Water District Collection Policy is effective on January 1st, 2020.

In order to restore water service, the amount due and a re-establishment fee, as stated in the Rate and Fee Schedule, must be credited to the account. Once payment is made, customers must call the District (510-668-4200) to ensure services are restored.

Between 4:01 PM – 7:59 AM: $150.00
Weekends or District recognized holidays will be charged an after-hours re-establishment fee of $150.00.

ACWD accepts Check, Visa, Master Card, Discover, and Debit Card online and by phone, in addition to these payment methods, cash, check, and money order are accepted at the office.
Once payment is made, customers must call us to ensure services are restored.
Annual Service Discontinuations
Every year, Alameda County Water District will make available on this webpage the total number of services that were discontinued for inability to pay. The first report will cover the period of January 1st, 2020 to December 31st, 2020 and will be available during the 1st Quarter of 2021.
