Robert Shaver joined the Alameda County Water District (ACWD) as a Project Engineer in 1991 and was appointed by the Board of Directors to be the General Manager in December, 2014.
Robert works closely with the ACWD Board of Directors and Executive leadership team to: effectively and efficiently manage a $175 million annual operating and capital expense budget (FY 2020/21), ensure that the district is well-positioned and prepared to meet current and future challenges, and continue to provide excellent customer service, including a reliable supply of high quality drinking water at a reasonable cost to the cities of Fremont, Newark, and Union City.
He has over 35 years of experience in numerous aspects of water utility administration, management, planning, design, construction, operations, and California legislative and water policy issues.
Robert serves as a Board member for the Bay Area Water Agencies Coalition, and currently serves as the Board Chair for California Urban Water Agencies and CalDesal. He is a Certified Special District Manager and a registered Professional Engineer in California and holds a Bachelor of Science degree in Civil Engineering from Virginia Tech, as well as a Certificate in Business Administration from the University of California at Berkeley.
Robert is a member of the American Waterworks Association, the American Society of Civil Engineers and the Fremont Rotary Club. He and his family are longtime residents of Fremont.
